White Papers

The term white paper is applied to official documents presented by the Carlisle Institute which state and explain our policy on a certain issue. This definition separates white papers from so-called green-papers which are issued by the Institute to invite public comment and working papers which frame discussion on issues prior to policy formulation. White, green and working papers are available in this section, in chronological order.
